WASHINGTON (AP) -- Whether negotiated in a rush before the new year or left for early January, the fiscal deal President Barack Obama and Congress cobble together will be far smaller than what they initially envisioned as an alternative to purposefully distasteful tax increases and spending cuts.
Instead, their deal, if a deal they indeed cut, will put off some big decisions about tax and entitlement changes and leave other deadlines in place that will likely lead to similar moments of brinkmanship, some in just a matter of weeks.
Republican and Democratic negotiators in the Senate were hoping for a deal as early as Sunday on what threshold to set for increased tax rates, whether to keep current inheritance tax rates and exemptions and how to pay for jobless benefits and avoid cuts in Medicare payments to doctors. Senate leaders were hoping to be able to present their members with a plan when the parties meet separately on Capitol Hill Sunday afternoon.
An agreement would halt automatic across-the-board tax increases for virtually every American and perhaps temporarily put off some steep spending cuts in defense and domestic programs.
Obama pressed lawmakers to start where both sides say they agree ? sparing middle-class families from looming tax hikes.
"If we can get that done, that takes a big bite out of the fiscal cliff. It avoids the worst outcomes. And we're then going to have some tough negotiations in terms of how we continue to reduce the deficit, grow the economy, create jobs," Obama said in an interview on NBC's "Meet the Press" that aired Sunday.
Gone, however, is the talk of a grand deal that would tackle broad spending and revenue demands and set the nation on a course to lower deficits. Obama and Republican House Speaker John Boehner were once a couple hundred billion dollars apart of a deal that would have reduced the deficit by more than $2 trillion over ten years.
Republicans have complained that Obama has demanded too much in tax revenue and hasn't proposed sufficient cuts or savings in the nation's massive health care programs.
Obama upped the pressure on Republicans to negotiate a fiscal deal, arguing that GOP leaders have rejected his past attempts to strike a bigger and more comprehensive bargain.
"The offers that I've made to them have been so fair that a lot of Democrats get mad at me," Obama said.
Boehner disagreed, saying Sunday that the president had been unwilling to agree to anything "that would require him to stand up to his own party."
Don Stewart, a spokesman for Republican Senate leader Mitch McConnell, said Sunday: "While the president was taping those discordant remarks yesterday, Sen. McConnell was in the office working to bring Republicans and Democrats together on a solution."
Attention Sunday focused on the Senate, where Kentucky's McConnell, and Senate Majority Leader Harry Reid, D-Nev., engaged in negotiations in the Capitol in hopes of having something to present senators.
"I was modestly optimistic yesterday, but we don't yet see an agreement," Obama said, referring to his mood Friday. "And now the pressure's on Congress to produce."
The trimmed ambitions of today are a far cry from the upbeat bipartisan rhetoric of just six weeks ago, when the leadership of Congress went to the White House to set the stage for negotiations to come.
"I outlined a framework that deals with reforming our tax code and reforming our spending," Boehner said as the leaders gathered on the White House driveway on Nov. 16.
"We understand that it has to be about cuts, it has to be about revenue, it has to be about growth, it has to be about the future," House Democratic leader Nancy Pelosi said at the time. "I feel confident that a solution may be in sight."
And Senate Majority Leader Harry Reid, D-Nev., offered a bold prediction: "There is no more let's do it some other time. We are going to do it now."
That big talk is over for now.
Senate negotiators were haggling over what threshold of income to set as the demarcation between current tax rates and higher tax rates. They were negotiating over estate limits and tax levels, how to extend unemployment benefits, how to prevent cuts in Medicare payments to doctors and how to keep a minimum income tax payment designed for the rich from hitting about 28 million middle class taxpayers.
South Carolina Republican Sen. Lindsey Graham is predicting that without at least 28 of the 47 GOP senators on board with any given proposal, House Speaker John Boehner wouldn't be able to get the votes to pass it.
If Senate Minority Leader Mitch McConnell, R-Ky., "can't get 60 percent of us to vote for this deal, it will be hard for Boehner to get it through the House. And I want to vote for it even though I won't like it because the country's got a lot at stake here," Graham said on "Fox News Sunday".
Sen. Dianne Feinstein, D-Calif., said the 2.1 million Americans whose extended unemployment benefits ran out on Saturday are already feeling the pain of Congress' inaction.
"From this point on, it's lose-lose. My big worry is a contraction of the economy, the loss of jobs, which could be well over 2 million in addition to the people already on unemployment. I think contraction of the economy would be just terrible for this nation. I think we need a deal, we should do a deal," Feinstein said on "Fox News Sunday."
But the deal was not meant to settle other outstanding issues, including more than $1 trillion in cuts over 10 years, divided equally between the Pentagon and other government spending. The deal also would not address an extension of the nation's borrowing limit, which the government is on track to reach any day but which the Treasury can put off through accounting measures for about two months.
That means Obama and the Congress are already on a new collision path. Republicans say they intend to use the debt ceiling as leverage to extract more spending cuts from the president. Obama has been adamant that unlike 2011, when the country came close to defaulting on its debts, he will not yield to those Republican demands.
As the day ended Saturday, there were few signs of success on a scaled-back deal. But no one was declaring a stalemate either.
Lawmakers have until the new Congress convenes to pass any compromise, and even the calendar mattered. Democrats said they had been told House Republicans might reject a deal until after Jan. 1, to avoid a vote to raise taxes before they had technically gone up, and then vote to cut taxes after they had risen.

HOUSTON -- At the beginning of the 2012 season, Jerry Kill compared his rebuilding project at the University of Minnesota to the difficult one he faced at Southern Illinois.
But at the end of this season, the second-year Gophers football coach is seeing similarities to another rebuilding situation he faced, one that was turned around faster.
After Minnesota's 34-31 loss Friday night, Dec. 28, to Texas Tech in the Meineke Car Care Bowl of Texas at Reliant Stadium, Kill's disappointment quickly turned to optimism. The Gophers, in his view, are on pace to repeat the success of his former Northern Illinois program.
Northern Illinois, which Kill coached from 2008-10, is playing in a BCS game this season. Kill isn't making any Tim Brewster-like Rose Bowl forecasts for Gopher Nation. But, he said, there's "no comparison" between the Gophers program that finished 3-9 in 2011 and the one that went 6-7 and made a bowl game in 2012.
"I know where we were when we took the job," Kill said. "Coming here and having the opportunity to win, and the way we played, there is no question that we are moving forward.
"I was at another school, in a similar situation, at Northern Illinois. I think there is no question that the seniors have done a great job, and we will have a lot of players back. And this bowl experience, the way we played even though we didn't win the game, will certainly help us."
Kill and his staff turned Northern Illinois into a Mid-American Conference
title contender by developing players. And finding the right quarterback was critical.Chandler Harnish started four years and led the Huskies to four straight bowl games. Minnesota freshman Philip Nelson, who started the final seven games, has been compared to Harnish. Despite throwing a costly interception in the fourth quarter Friday, Nelson led the Gophers to a second-half lead and is determined to prove his team can win a bowl game next year.

to help us gain experience, and now if we get in that situation again we should be able to execute better," Nelson said. "Coach has said before (that) we have progressed throughout the season, and now we know where we need to go for next season."Nelson completed just 7 of 18 passes for 138 yards, but he threw two second-half touchdown passes, including a 1-yard strike to Drew Goodger on third-and-goal to take a 31-24 lead in the fourth quarter. The 19-year-old from Mankato played well enough at times in the bowl game to generate some momentum into spring football as he competes for the starting spot with redshirt freshman Mitch Leidner and incoming recruit Chris Streveler.
"The way we came out and played is going to increase the confidence of the younger guys going into next season," senior quarterback/wide receiver MarQueis Gray said. "I feel like this will help turn the program around. You want to win, but we're looking forward to next year."
Starting spots at wide receiver and tailback also should be wide open, although junior receiver Derrick Engel made a statement with four catches for 108 yards Friday. Sophomore Donnell Kirkwood and freshman Rodrick Williams, who combined to rush for 137 of the team's 222 yards in the bowl game, give the Gophers two power runners who will benefit from a deeper and more talented offensive line in 2013.
Ohio State sophomore transfer Brian Bobek is a front-runner to be the starting center. Redshirt freshmen Jonah Pirsig, Isaac Hayes and Ben Lauer are expected to challenge for playing time.
On defense, the Gophers will lose several senior starters, including cornerbacks Michael Carter (two interceptions Friday) and Troy Stoudermire, linebackers Mike Rallis and Keanon Cooper and defensive end D.L. Wilhite, an All-Big Ten selection.
The safety position should be a strength next year with junior Brock Vereen (10 tackles Friday), sophomore Cedric Thompson (seven tackles), freshman Antonio Johnson (six) and sophomore Derrick Wells (five) returning. Defensive tackle Ra'Shede Hageman's decision to return for his senior season gives the Gophers potentially one of the most physically dominant linemen in the Big Ten next year.
Hageman had six tackles, including a sack, Friday.
"Once we got adjusted to the rhythm, I thought our kids competed very well," defensive coordinator Tracy Claeys said. "And I'm extremely excited for the ones coming back. It's a good thing to build on."

That?s when Morgan began a new battle ? to make sure her wife and their daughter receive the same survivor benefits that would go to any other married couple with children.
The US Supreme Court?s decision to take up the Defense of Marriage Act (DOMA) could have a considerable impact on the benefits of same-sex spouses of service members, who were largely invisible to the military until the repeal of ?don?t ask, don?t tell? (DADT).
So far, the DADT repeal has simply meant that US troops no longer face being forced out of the military for their sexual orientation.
But for the partners of gay troops, the impact of the repeal has been less sweeping and more ambiguous.
Even when gay couples are legally married under state law, for example, Section 3 of DOMA forbids the US government from treating such military couples as married.
And so they are not eligible for the kinds of benefits that heterosexual married couples receive in the military, including housing, medical care, and in the case of Morgan and others, survivor benefits should they die while serving their country.
DOMA Section 3 is the specific measure that will be reviewed by the Supreme Court in March.?
Passed by Congress in 1996, the law declares that the word ?marriage? means only a legal union between one man and one woman and that the word ?spouse? refers only to a person of the opposite sex who is also a husband or wife.
As a result, under federal law, the benefits of marriage can go only to a person of the opposite sex, regardless of state law.
DOMA Section 3 has been declared unconstitutional by eight federal courts.?
The Obama administration said last year that it would enforce the law, but would no longer defend it in court.
Should DOMA Section 3 be struck down by the Supreme Court, ?My sense is that same-sex couples who are married under state law would be treated exactly the same as married couples are for the purposes of treatment on military installations and for benefits,? says Robert Tuttle, a law professor at George Washington University.
Currently, there is an ?exhaustive list? of benefits that same-sex spouses do not receive, says Zeke Stokes, spokesman for OutServe-Servicemembers Legal Defense Network, an advocacy organization in Washington.

KINGVALE, Calif. (AP) ? Finding a lost wedding ring along a snowy highway is hard enough. But a Good Samaritan in Northern California also has to track down the man it belongs to.
Douglas Benedetti says he met the man but doesn't know his name or phone number.
Benedetti says the man was searching for the ring on the shoulder of Interstate 80 near Kingvale in the Sierra earlier this month. He told Benedetti he'd lost the ring while putting chains on his vehicle.
Benedetti, who installs chains for people on the highway, decided to return to the area hours after the man left. After a little less than an hour of searching, he came across the ring in the snow next to a semi-truck.
Benedetti wants to return the ring. But all he has to go on is its inscription: "Lisa, 5th June, 2010."

It?s a travel itinerary as eclectic as they come: From a gas station shaped like a UFO, to an inn once proclaimed one of the most magnificent hotels in the country, to mystical rock pillars that fascinated an ancient culture.
Put them all together and you have part of a collection that may make history buffs smile and explorers reach for their maps.
Behold the list of ?Preservation Wins of 2012? put together by the National Trust for Historic Preservation, a nonprofit organization that has made it its mission to save America?s historic sites.
?These are places that were threatened in some way ? whether it was demolishing them or (fearing they would) fail and maybe they wouldn?t be preserved ? and essentially, they ended up being maintained or restored,? said Rebecca Morgan, a spokeswoman for the trust.
The list was assembled in no particular order???Morgan declined to rank the successes, calling each a great save.
Here are the sites that made the cut:
Cesar Ch?vez National Monument???Keene, Calif.
In October, President Obama designated the property known as Nuestra Se?ora Reina de la Paz???the home, workplace and burial site of labor leader C?sar Ch?vez ? a national monument.
?This site marks the extraordinary achievements and contributions to the history of the United States made by C?sar Ch?vez and the farm worker movement that he led with great vision and fortitude,? the presidential proclamation reads.
?La Paz reflects his conviction that ordinary people can do extraordinary things.?
National Trust President Stephanie Meeks applauded the move, noting it was a big first step in celebrating the life and legacy of Ch?vez.
Howard Theatre ? Washington
This historic landmark, which helped launch the careers of Duke Ellington, Ella Fitzgerald, Marvin Gaye and The Supremes, sat vacant for decades, the trust said.
But in the spring of 2012, it was restored to its original 1910 appearance after a $29 million renovation. The venue is now once again showcasing artists and drawing stars including B.B. King, Little Richard and Tracy Morgan.
Michigan Bell Building???Detroit, Mich.
Built in 1929 as the headquarters for Western Electric, this building was transformed this year from a vacant warehouse into a mixed-use space that will provide housing for the homeless, the trust noted.
The Neighborhood Service Organization, a Detroit nonprofit group, took charge of the project, creating 155 furnished, one-bedroom apartments inside the structure, along with a health care clinic, gym, library, computer room, art and music rooms, and a chapel.
'The Flying Saucer' Phillips 66 Gas Station???St. Louis.
When local preservationists found out this former gas station was threatened with demolition, they launched a public campaign to save the landmark, the trust said. Built in 1967, the glass and concrete building features a 120-foot circular roof and is a ?prized example of mid-century modern architecture,? the activists told the St. Louis Post-Dispatch.
Their work paid off. In September, the saucer-shaped structure opened as a Starbucks and is now listed on the National Register of Historic Places.
Chimney Rock National Monument???Pagosa Springs, Colo.
Located on more than 4,000 acres in the San Juan National Forest and home to the ancestors of the modern Pueblo Indians, this area was designated a national monument by President Obama in September.
?It is a living landscape that shapes those who visit it and brings people together across time,? he noted in a statement.
The ancient inhabitants who lived here 1,000 years ago left behind more than 200 homes and ceremonial structures on the mesa overlooking the two stone spires called Chimney Rock and Companion Rock. The moon rises perfectly between the rocks every 18.6 years.
The National Trust calls the area the single most important cultural site managed by the U.S. Forest Service.
Pillsbury A Mill???Minneapolis, Minn.
Declaring the mill ?a masterpiece of industrial architecture and the largest and most advanced facility in the world at the time of its completion in 1881,? the trust included the vacant complex on its list of America?s 2011 Most Endangered Historic Places.
But this year, local lawmakers gave a thumbs-up to a plan which will convert the building into 250 low-income apartments.
Los Angeles Boyle Hotel???Los Angeles
Built in 1889, the hotel later fell into disrepair and was converted into an apartment complex. The nonprofit East Los Angeles Community Corporation bought the property in 2006 and began an extensive renovation, seeking to restore some of its grandeur. The project was completed in August, with many of the original features back in place, including the grand staircase and foyer, the brick fa?ade, and the corner cupola and cap.

This 1885 schoolhouse underwent a ?green rehabilitation? in May, and now features a new geothermal heating and cooling system, a complete interior rehabilitation, window restoration, and new fencing, trees and landscaping.
Wake Forest Biotech Place???Winston Salem, N.C.
Two former R.J. Reynolds Tobacco Co. warehouses now serve as a state-of-the-art life sciences center. Opened this year, this development enhances Winston-Salem?s rich history and architectural heritage, the trust said.
Hotel Lafayette???Buffalo, N.Y.
When it opened its doors in 1904, this inn boasted a grand lobby, enormous windows and posh rooms, prompting reviewers of the time to proclaim it "one of the most perfectly appointed and magnificent hotels in the country,? according to its biography. This year marked the completion of a rehabilitation project that converted the hotel into a mixed use building of apartments and businesses. ? ?

Bullying over health issues is common, according to two studies looking at kids with food allergies and those going through weight-loss programs.
In one study, almost 32% of children with food allergies reported bullying or harassment specifically related to their allergy, often involving threats with food, Eyal Shemesh, MD, of Mount Sinai Medical Center in New York City, and colleagues found.
In a second study, 64% of teens at weight-loss camps reported weight-related victimization, not just by schoolmates but often by friends, coaches, teachers, and parents too, Rebecca Puhl, PhD, of Yale University, and colleagues reported.
Both studies appeared online in Pediatrics.
Because of the immediate and long-term physical and emotional effects, pediatricians and other clinicians should get involved in concrete ways, advised Mark Schuster, MD, PhD, of Boston Children's Hospital, and Laura Bogart, PhD, of Harvard Medical School in Boston, in an accompanying commentary.
They recommended anticipatory guidance for children and parents by describing bullying and its consequences and teaching parents how to recognize clues that it's occurring.
"In addition, clinicians can learn to recognize indicators of possible bullying such as unexplained bruises, cuts, and scratches, as well as school avoidance, social isolation, anxiety, depression, substance use, and chronic physical symptoms (e.g., headaches, stomachaches). They should be particularly alert when patients have stigmatizing characteristics that could lead to bullying (e.g., obesity, disabilities, gender nonconformity)."
Bus Bullies Get Harassed in Wake of Viral Video Watch VideoShemesh's group analyzed surveys of 251 established food allergy patients, ages 8 to 17, and their parents at a single allergy clinic in the Enhancing, Managing, and Promoting Well-Being and Resiliency program.
Any bullying or harassment of these children was reported by 45% of them and 36% of their parents, although with poor agreement when related to reasons other than the food allergy.
Being victimized due specifically to food allergies accounted for most of these cases, with 32% of the food allergic kids and about 25% of their parents reporting such bullying.
Almost all the bullies were classmates (80%), and most bullying happened at school (60%).
The most common form was teasing (42%), followed by waving the allergen in front of the child (30%).
Notably, 12% had been forced to touch the food they are allergic to and 10% had food thrown at them.
Bullying was significantly associated with poorer quality of life scores and greater anxiety, which the researchers noted was independent of allergy severity.
While most of the bullied kids said they had told someone about what happened, parents knew in only about half of the cases.
When parents did know, though, it was associated with better quality of life and less distress in the bullied children.
To increase disclosure of bullying, "clinicians might consider asking a screening question about bullying during encounters with children with food allergy," Shemesh's group suggested.
While it's hard to compare the results with those of other studies, general population rates appear to be 17% to 35%, suggesting that food-allergic children may be bullied or harassed more than their peers, they pointed out.
"This finding, although alarming, is not surprising, given that children with food allergies have a vulnerability that can be easily exploited," they wrote.

Shoppers are also increasingly worried about the fast approaching "fiscal cliff" deadline ? the possibility that a stalemate between Congress and the White House over the U.S. budget could trigger a series of tax increases and spending cuts starting Jan. 1. Confidence among U.S. consumers dropped to its lowest point in December since July because of growing concerns about the economy, according to a monthly index released Friday.
And the recent Newtown, Conn., school shooting also dampened shoppers' spirits, analysts said.
This confluence of factors has led to a muted approach to holiday shopping ? bad news for retailers, which can make up to 40 percent of annual sales during November and December and were counting on the last weekend before Christmas to make up for lost dollars earlier in the season. The Saturday before Christmas was expected to be the second biggest sales day behind the Friday after Thanksgiving.
"It's so hard to put yourself in the mood," said Linda Fitzgerald, a 51-year-old nurse from Yonkers who was with her 17-month-old granddaughter at The Garden State Plaza in Paramus, N.J., on Saturday. She was out Christmas shopping for the first time this year.
She planned to spend $1,500 on gifts such as clothes for her boyfriend, down dramatically from $4,000 last year. She had expected to start shopping last weekend, but simply didn't feel like it, facing a sister's cancer diagnosis and worry about the economy and the Connecticut shooting.
Similarly, Deborah O'Conner, 51, from Westwood, N.J., also at Garden State Plaza on Saturday, had intentions of finishing her holiday shopping early, but Superstorm Sandy put a wrench in her plans. She spent all last month helping out her parents and her cousin, whose Long Island, N.Y., homes suffered damage
"I had planned to be out early but it didn't happen," said O'Conner, the mother of three children, ages 22, 19 and 15. "If it weren't for the storm, I would have been done."
Marshal Cohen, chief research analyst at NPD Inc., a market research firm with a network of analysts at shopping centers around the country, estimates that customer traffic over the weekend was in line with the same time a year ago, but shoppers seem to be spending less.
"There was this absence of joy for the holiday," he said. "There was no Christmas spirit. There have been just too many distractions."
After a strong Black Friday weekend, the four-day weekend that starts on Thanksgiving, when sales rose 2.7 percent, the lull that usually follows has been even more pronounced. Sales fell 4.3 percent for the week ended Dec. 15, according to the latest figures from ShopperTrak, which counts foot traffic and its own proprietary sales numbers from 40,000 retail outlets across the country. On Wednesday, ShopperTrak cut its forecast for holiday spending down to 2.5 percent growth to $257.7 billion, from prior expectations of a 3.3 percent rise.
Online, sales rose just 8.4 percent to $48 billion from Oct. 28 through Saturday, according to a measure by MasterCard Advisors' SpendingPulse. That is below the online sales growth of between 15 to 17 percent seen in the prior 18-month period, according to the data service, which tracks all spending across all forms of payment, including cash.
Attempting to drum up enthusiasm, retailers have expanded hours and stepped up discounts. Toys R Us stores are staying open for 88 consecutive hours beginning Friday at 6 a.m. through Christmas Eve at 10 p.m. Macy's opened most stores from Friday at 7 a.m. until Sunday at midnight. And other retailers like Target and Nordstrom expanded hours at some locations.
At the malls, overall promotions were up 2 to 3 percent from last year heading into the weekend, after being down 5 percent earlier in the season, according to BMO Capital Markets sales rack index, which tracks the depth and breadth of discounts.
At The Garden State Plaza, teen retailer Aeropostale discounted all clothing and accessories by 60 percent. Charles David, Cachet and AnnTaylor had cut prices by 50 percent of all merchandise. At AnnTaylor, racks of discounted clothes had been marked down by an additional 25 percent. One dress, originally priced at $118, was marked down to $49 but with the additional 25 percent, it cost $21.30.
But the deals at the mall failed to impress Wendy McCloskey, 35, of Lebanon, Ind., who started her holiday shopping Sunday at the Castleton Square Mall in Indianapolis. The snow storm that blew through the Midwest this week delayed her shopping plans, and a busy schedule with her children also got in the way. She has two teenagers and a 12-year-old, and they are all involved in sports.
She wanted to buy shoes at the Finish Line online, but balked at paying $40 for shipping. In the store, she bought five pairs of sneakers for $390. But she'd expected to see bigger discounts at the mall.
"I was so surprised. I figured they'd have better deals," she said.
